I'm looking for a fic in which Charlie is given something, a code maybe?, by the NSA and the plane he's travelling back in is shot down. He survives, but finds out it was shot down for the code. He ends up having to run away, and uses pursuit theory to stay ahead of who's following him. He can't get to Don because of this and the people after him can track his phone and driverlicense.
